Where it comes from

Quest reward
Quest: Greater Friend of the Library

Choice reward from Greater Friend of the Library, the third library quest: donate 25 library books (offered from level 30 per Method and Icy Veins; Wowhead lists the quest as level 45). Turn in to Owen Thadd, Magic Quarter, Undercity (Horde) or Garion Wendell, Stormwind Mage Tower (Alliance). Choose one of Truthseeker's Bow, Crest of Elucidation or Researcher's Night Light. Requires level 40 to equip. The bow had no level requirement until about Oct 8, when it was changed to require level 40.
