New level-24 Mage spell Frost Blast: 1.5 second cast, frost damage, 40% movement slow, affected by all Frostbolt talents; Blizzard notes it replaces what Rank 1 Frostbolt offered with a higher mana cost and slightly more damage. Wands (and Hunter Auto Shot) now need 0.5 seconds of standing still before firing. Frost: Ice Lance bonus vs Frozen targets 200% (was 300%); Cone of Cold slows the first 4 targets 10% more for 3 seconds longer; Winter's Chill redesigned (the page lists two differing descriptions). Fire: Fire Power redesigned to 3 points (1/2/3% per Fire effect on the target, max 12%); Critical Mass up to 5 points for 10% crit; Wake of Fire reverted to Improved Fire Blast. Arcane: Arcane Blast is a 1.5 second cast with a 15-second stacking Spell Damage buff and 40% lower damage; new Arcane Wrath talent.
