Guaranteed beta access comes with the Skyborne Epic Pack, the Warcraft Forever Collection or the Collector's Edition (one code per WoW game account). There is also a free 'Beta Opt-in' on the Forever website with no guarantee. The Heroic Pack does not include beta.
